A Brief Profile of Phil.

Phil has served on Halton Borough Council for over 20 years. During that time he has been an advocate for and made major contributions to improvements across the rest of Widnes and Runcorn.

Phil has held a wide range of positions within the council over the years and is a member of the Council's

  On the Executive Board he has responsibility for Neighbourhood, Leisure & Sport.

Phil grew up in Hough Green and has lived in Hough Green for most of his life. He was educated in Widnes and Liverpool. Locally, he is a governor of     and All Saints C of E (Upton) Primary School.

Outside of politics and the Council, Phil enjoys  

  reading, and socialising

 with friends.

Some examples of Initiatives by Phil in the Council.

Environment.

Targetted investment in Halton's Parks and Greenspaces has lead to 12 Green Flag Awards.

Halton is now ranked in the top six councils in England & Wales for Green Flag Awards.

Targetted investment into improved recycling services at the kerbside and at recycling centres

like Johnson's Lane, in Widnes. This is in addition to ensuring we have one of the best bin service's in the country.

Proposed the Recyclebank scheme - which rewards thousands of residents for choosing to recycle.

This uses rewards linked to local businesses, thus helping the local economy.

Cut consumption of energy and materials by the Council by joining the Carbon Reduction Programme,

independently audited by the Carbon Trust and is now using the Energy Savings Trust to seek further

improvements. Tackling Climate change in a practical manner isn't new to Halton Council.

Leisure and Sport.

Introduced rate relief for sports clubs across Halton & abolished pitch fees for junior competitive sport..

Produced the first comprehensive Sports Strategy for Halton. This has resulted in planned investment for sports facilities, like the flood-lit artificial turf pitch at Bankfield School; the athletics track at Wade Deacon & St Peter & Paul High Schools;

and similar facilities across Halton. This was done in dialogue with the local sporting community.

Phil created the Halton Sports Partnership - giving a voice to local sport & reintroduced the Annual Sports Awards, which the sports partnership now run each year. The winners go on to be considered for regional awards.

He Introduced Sports Development grants for clubs and individuals and a new grant fund for local people who may be potential olympians, but need financial assistance.

Extended membership of the Halton Leisure Card, which now includes serving members of

the army, navy, airforce and reservists. 50% of card holders are aged over 60.

Further development of the 'Splash' programme - providing diversionary activities for young people.

In recent years this has included targetted investment in the Scouting movement across Halton.

Increased investment in Leisure centres across Halton - to encourage healthier lifestyles.

He pushed for and secured £1 million for pitch drainage on all council-run pitches.

Extended the range of free summer games in Halton's parks.

Halton's Award Winning School Meals Service.

Healthier school meals - which exceed national nutrional standards.

Cage free eggs - Halton Borough Council does not purchase battery hen eggs

Cut red tape to ensure increased take up of free school meals.

Increased training for hundreds of dinner ladies and other catering staff.

Targetted investment in kitchens and school dining facilities.

Increased 'buying local' from local food suppliers.
