Phil's responsibilities as the Executive Board member for Environment, Leisure & Sport

Direct service areas;
Waste management & recycling - This covers household and commerical waste collection and disposal services. Basically this is the local bin and recycling collections and thier disposal.
Parks & Countryside - This covers all Halton's parks, nature reserves and playing fields. It also includes the parks events programme and the 'Splash'
programme, which includes funding for groups such as the Scouts. The ranger
service is also covered by this service area.
Environmental Health - This covers environmental health services which inspects premises for food safety and certain workplaces for health and safety.
It also includes officers who deal with noise and pollution, contaminated land
issues, etc.
Nature Conservation - This covers the council's natural environment, such as trees and woodlands, protecting valuable wildlife sites, supporting environmental groups like BTCV and educational opportunities for schools.
Cemeteries & Crematorium - This covers the of the council.
Sport & Leisure - All Halton's council owned leisure centres and its sports development services are included in this area. This includes Halton's sports strategy & facilities.
Halton Stadium - This covers the running of Halton's flagship stadium & leisure facility.
Vehicle management - This covers the council's fleet of vehicles and maintenence.

Phil's corporate responsibilities (across the council) include the following;
Sub-regional waste liason The Environment & Waste Board of the City Region.Regional sports issues.Natural environment.Climate change
As the Council's Climate Change Champion, Phil leads on measures by the council to address climate change.
Your Council has a plan to reduce its impact on the environment, called a Carbon Management Programme, which it agreed in 2006/07.
Halton is one of the few council's in the Northwest implementing such a plan. It is already helping to reduce consumption of energy and raw materials by the council. .This saves money as well as being good for the environment.
This year (2010) the Council will be looking at practical ways to help others to reduce their impact on the environment, such as energy consumption for businesses or
local residents.
This will include developing a Climate Change Strategy for Halton.
